About SISS

  The Shanghai Institute for Science of Science (SISS) is one of China’s earliest soft science research institutes established in January 1980. SISS is a public welfare research institution that supports decision-making on scientific innovation. SISS’s research responds to policy demand, seeks to solve existing problems and to assure practicality and applicability of research outcomes, areas of research includes innovation strategies, public policies, industrial innovation, innovation and entrepreneurship, statistics and evaluation, and societal impact of science and technology. By combining both soft and hard science, integrating research into consultancy, SISS dedicates itself in building a specialized platform-type science, technology and innovation think tank that is trusted by the government and the public.
  
  It is a leader in a number of important research fields. SISS has accumulated advantages in fields such as leadership science, science and technology statistics, science and technology annals, technology foresight, and science popularization. It is an important founder of China’s leadership science research, an important pioneer in the building of China’s science and technology statistics system, an important advocate for the compilation of Chinese local science and technology annals, and an important forerunner of China’s technology foresight research. SISS’s research achievements had been awarded the second prize of National Science and Technology Progress Award, the second and third prize of Shanghai Science and Technology Progress Award, and the first and second prize of Shanghai Research Achievements Award of Decision-making Consultation.
  
  A supporter for a number of major science and technology decisions. SISS has undertaken research on major strategic plans such as Shanghai’s Medium and Long-term Science and Technology Plan, Shanghai’s Twelfth Five-Year Plan on Science and Technology Development, as well as the Thirteenth and Fourteenth Five-Year Plan on Shanghai’s Innovation Development; SISS has also significantly contributed to similar researches on the national level. In addition, SISS has carried out important research on topics such as functions of urban innovation, reform of the science and technology institutions, ecosystem of innovation, commercial activities of innovative services, Yangtze River Delta integration, building Shanghai into a science and technology innovation center, mapping competition among industries, societal governance and AI, which in turn provides important support for government’s decision-making on science and technology innovation.
  
  An active builder of soft science research networks. SISS has established cooperative networks with international science, technology and innovation organizations, research institutions and think tanks such as UNESCO, OECD, World Bank, Brookings Institution, RAND Corporation, Fraunhofer Society, Future Creation Institute Co.,Ltd.(Japan), and Science and Technology Policy Institute (Korea), and has carried out strategic cooperation and collaborative research with soft science research institutes in provinces and municipalities such as Beijing, Tianjin, Chongqing, Jiangsu, Zhejiang and Anhui. SISS has also established cooperative relationships with Fudan University, Shanghai Jiao Tong University, Tongji University, East China Normal University, Shanghai Academy of Social Sciences, Shanghai Library (Institute of Scientific and Technical Information of Shanghai),Jiefang Daily,The Administrative Center Of Shanghai R&D Public Service Platforms to jointly build Shanghai’s platform of cooperation in soft science research. Since 2016, SISS started cohosting the Pujiang Innovation Forum –International Science, Technology and Innovation Think Tank Forum with the Chinese Academy of Science and Technology for Development, which has become one of the most widely attended high-level forums for global science and technology think tanks in China.
  
  A high-level professional platform-type science, technology and innovation think tank with special characteristics.  In the face of new strategic development opportunities, SISS focuses on Shanghai’s major need to build a science, technology and innovation center with global influence, and to push forward government’s policy missions of “core competence building”,  “management building”, “platform building” and  “reputation building”, and “cultural building” , to continuously support government’s decision-making on science, technology and innovation, and to effectively serve the development of various bodies of innovation.
